WITHOUT AN AUCTION, OBTAINING A LICENSE IS POSSIBLE WHEN:
- an investor already holds a special permit allowing exploration in a particular area and, having fulfilled its obligations under this permit, wishes to proceed to the development of the area (i.e., applies for the special permit for the production of minerals);
- extension of up to 50%of a subsoil for exploration purposes (however such extension of the permit must not exceed 50% of the reserves of the original permit);
- exploration and extraction of minerals of local importance
- geological exploration at the expense of the state budget
- geological exploration and extraction of groundwater (except for mineral) for all purposes, except for the production of packaged drinking water, and no more than 300 cubic meters per day;

- geological exploration and extraction of natural medicinal resources by curative and sanatorium facilities
- construction and operation of underground facilities not related to mining, including underground storage facilities for oil, gas and other substances and materials, disposal of hazardous substances and wastes, sewage discharge
- creation of geological territories and objects of great scientific culture, health and recreational value
- exploitation of underground structures related to the prevention of flooding the environment as a result of mine closures
- geological exploration and mining by joint-stock companies 100% owned by the state
- implementation of production sharing agreements
- geological study, including pilot amber development on land for forestry purposes disturbed due to the illegal extraction of amber with their further reclamation under the law
IF THE APPLICANT IS THE OWNER OF A SPECIAL PERMIT, HE CAN SUBMIT FOR:
Extending the term of special permits, provided there were no violations of subsoil use conditions stipulated by special permit or agreement.
Reissue of special permits in case of:
- succession of legal entity as a result of restructuring by converting
- obtaining of the integral property complex of state coal mines by leasing or concession
Amendments to special permits
- changes in specific conditions and other conditions specified in the license
- reducing the area of plot at the initiative of subsoil user or regulatory authorities
- identification data on new features, quality or quantity of minerals after state expertise
- identification of misprints, obvious errors by subsoil user within 3 years after obtaining permission
